Working in Italy
Italy hires most workers from outside the EU through yearly quotas: about half a million places over 2026 to 2028, in farming, tourism, care work and trades.
The short answer
| Main routes | Quota-based work permits (decreto flussi), EU Blue Card, out-of-quota permits for some highly qualified roles |
| Quotas 2026–2028 | 497,550 entries in total; 164,850 in 2026 |
| Language | Italian needed for almost all roles outside multinationals |
| Who decides | The employer applies for a work authorisation (nulla osta) through the one-stop immigration desk; the Italian consulate issues the visa |
How the quota system works
Each year Italy fixes how many non-EU workers can enter for work, split by category. For 2026 the decree set about 88,000 seasonal places in agriculture and tourism, 76,200 non-seasonal places for employees in sectors such as construction, hospitality, transport, mechanics, food and electrical work, and 13,600 places for family care and support work.
The employer in Italy, not the worker, applies. Applications are pre-filled online and then submitted on fixed "click days" early in the year. Places are allocated in order, so timing matters. Once the work authorisation is granted, the worker applies for the visa at the Italian consulate in India, then signs a residence contract within days of arrival.
The EU Blue Card in Italy
Graduates with a job offer above the Italian Blue Card threshold can apply outside the quota system. This suits engineers, IT professionals and researchers working for larger companies.
Indians in Italy
Italy has one of Europe's largest Indian communities, many from Punjab, working in agriculture in Lazio, dairy farming in Lombardy and Emilia-Romagna, and increasingly in hospitality and services.
Protect yourself
The quota system is attractive to illegal intermediaries who sell "nulla osta" or "click day" places. Real authorisations come from real employers who will employ you. Never pay for a quota place, keep your passport, and insist on a written contract that states your wage, hours and accommodation. Read stay safe.
Quick answers
How do Italian work quotas (decreto flussi) work?
Italy sets yearly quotas for non-EU workers. The employer in Italy applies for a work authorisation (nulla osta) on fixed click days, then the worker applies for a visa at the Italian consulate.
How many work entries has Italy planned for 2026?
164,850 in 2026, part of 497,550 entries planned for 2026 to 2028.
Should I pay anyone for a click day place?
Never. Real authorisations come from real employers. Anyone selling a nulla osta or a click day place is breaking the law.
