The EU Talent Pool

The EU is building one website where employers can find workers from outside Europe for jobs they can't fill. It can help you get noticed. It will not give you a visa.

Checked October 2026

The short version

  • The EU adopted the Talent Pool regulation in April 2026 (Regulation (EU) 2026/1047).
  • It sets up a digital platform where people living outside the EU can register their skills, and employers in participating EU countries can find them.
  • It focuses on shortage occupations across skill levels, in sectors such as healthcare, construction, hospitality, transport, IT and engineering.
  • Participation by EU countries is voluntary.
  • It does not replace national permits. Once matched, you still apply for the normal national visa and work permit.
  • Charging recruitment fees to jobseekers is prohibited.

Why this matters if you are in India

Today, finding an employer in Europe often means navigating dozens of national job boards, languages and agents. The Talent Pool is meant to give employers a single place to look and jobseekers a single place to be seen, with skills described in a common format.

It is also meant to cut out bad intermediaries. Because fees charged to jobseekers are banned, anyone asking you to pay to be "registered in the EU Talent Pool" is breaking the rules.

What it will not do

  • It will not guarantee a job.
  • It will not issue a visa.
  • It will not override national rules such as salary thresholds, language requirements or qualification recognition.
  • It will not cover countries that choose not to participate.

How to prepare now

The platform is being built and rolled out in stages. You can prepare by:

  • describing your skills using standard European occupation names (ESCO)
  • getting your qualification assessed or recognised in the country you prefer
  • reaching an internationally recognised language level
  • keeping digital copies of your certificates and experience letters

We will update this page and our insight on the Talent Pool when registration opens.
